Gordon Brown’s English problem

I have taken one quote from the article to show that Gordon Brown's idea of a constitutional convention without recognising England 'as a nation' is insulting to everyone who lives in England.
The quote
'But the most fundamental obstacle to Brown’s solution is that it sweeps aside any idea that England might have a political voice of its own, or that Englishness and English interests are of any concern to the people of England'.
