Many English traditions bring people of this country together at Christmas A Happy and joyful Christmas to all our readers.  This month we are beginning a new system so that members of the CEP have privileged access to the newsletter. We do hope all members print some out and distribute them to encourage people to join In May the Constitution Committee of the House of Lords published a report on the Union and devolution, which insultingly refers to 'regions'. However it emphasizes the importance of the stability coherence and viability of the Union and that any future proposals for devolution should be accompanied by a detailed impact assessment.  Where are they when the stability coherence and viability of England is threatened or the incoherent, piecemeal city regional devolution  imposed by elites impacts on England? The Lords debate on the working of the Health and Social Welfare act studiously avoids mentioning where it applies to England. Note Ld Lipsey(Lab) on prescription charges which only apply to England and baroness Walmsley (LD) who refers to the need for a national, meaning England but unspoken, strategy but would not support a national English government. Reports on EVEL emphasize that it does not answer the English Question.
